It was reported that 19 theme forest parks would finish completing building in Kunming by the end of this year. In year 2013 and year 2015, the upgrading project would be finished to reach the standards of forest parks. The project of the theme forest parks was carried according to the measures which aimed at the beautifying of the spring city. The project read that the measures taken were to present the beautiful sceneries, green water, blue sky and the great change of the spring city to the visitors at home and abroad. As more and more people came to work and take Chinese courses in China, the spring city had to take some measures to present more scenery to the outside world.

The project aimed at creating a suitable place for people to live. Measures taken to plant trees and create charming Kunming were to realize the development of the nationally forest city till year 2013. By year 2015, the government would finish the urbanization and the recovering of the forest. It was reported that the coverage of the forest would reach 40 percent and the upgrade of the main streets would reach as high as 90 percent.

The choosing of the tree seeds of the trees of the project of the Three-Year Program would conform to the requirements of three 80 percent. That is to say, the type of the local trees would take a percent of 80 percent, the arbor trees would cover a percent of 80 percent and the evergreen trees would also take a percent of 80. The aim of the project was to develop a system which centered on the development of forest resembled the real nature. The government would accelerate the establishment of the natural spots and 23 wild parks with distinctive features would be built to improve the ecological development of Dian Chi and the surrounding areas.
