Luo Chongmin, director of the Education Department of Yunnan Province led a team to conduct research on the development of the education towards the international path in Yunnan Province. Luo said the basis education of the province needed improvement and research to develop the education of the province. After the survey of the research, Luo said that the government of Yunnan Province would strive to build 15 international schools where the foreign students could study Chinese in Yunnan. Another 60 international departments would also be developed and s series of international classes would be opened.

When doing research in Gaoxin No.1 Elementary School, Luo entitled the school with the base of international Sansheng Education and the internationalized experimental school of Yunnan basis education. The president of Gaoxin No.1 Elementary School introduced that the school was now boosting the progress of the internationalization of education and strengthening the ability of the language competence of the students. The school was planning to introduce some courses from the developed countries and overseas hot classes as well as set up some courses of junior high school and senior high school.

Luo introduced that the internationalization of education was focusing on the period of higher education currently but he thought that it was upside down. He thought the nationalization of education should conform to the development of the basis progress. At present, Yunnan had possessed with the condition to develop the international cooperation in the elementary schools and both parties should promote the project cooperation with the foreign schools. As more and more foreign people came to China to take group Chinese class in China, the future of the internationalization of education would be bright. Luo expressed the idea that Yunnan would strive to build 15 international schools and 60 international departments to set up a series of international classes.

In year 2010, the department of education had already announced to accelerate the development of the internationalization of education. In year 2011, the department of education had set the goal to establish relationship between 100 foreign schools in three years, to build 50 international schools in year 2012 and to develop relation with more than 100 foreign senior high schools, junior high schools and elementary schools.
